  17. <p>     Making up is hard to do. Just ask Serbian president Slobodan
  18. Milosevic. Last week, after six days of brinkmanship during
  19. which he threatened to break up Yugoslavia's presidency after
  20. first having failed to bully it, Milosevic decided to try to
  21. pick up the pieces of conciliation. Milosevic, who wants a
  22. strong central government dominated by Serbia, has been feuding
  23. bitterly with the independent-minded, noncommunist governments
  24. of Croatia and Slovenia.
  25. </p>
  26. <p>     The latest crisis erupted when the Serbian representative
  27. to Yugoslavia's collective presidency temporarily stepped down
  28. from his seat. He was protesting the other members' refusal to
  29. let the army quell the country's rampant ethnic and civil
  30. strife, including demonstrations against Milosevic's autocratic
  31. rule in Serbia. The ploy, which angered Croatian and Slovenian
  32. members of the presidency, failed when the army decided to keep
  33. out of the fray. Said one Serbian opposition leader: "What was
  34. a drama has become a farce."
